Anti-social behaviour cases can escalate quickly if they’re not managed well. This Level 2 assured qualification gives frontline officers the confidence, structure and tools to handle ASB cases from first report through to closure – fairly, proportionately and in line with current best practice.

This Level 2 assured qualification is the result of a unique collaboration between LBL Skills and Green & Burton ASB Associates. Recognising the critical need for effective ASB case management, we partnered to develop a qualification specifically tailored for frontline officers. The course content was expertly written by Janine Green, drawing on nearly two decades of specialist ASB experience, with LBL Skills serving as the accredited training centre providing internal verification and delivery. The entire programme is proudly assured as Level 2 by Highfield, one of the UK’s leading awarding bodies, ensuring its quality and relevance

Course aims

This qualification has been designed for frontline officers who manage anti-social behaviour reports in housing and community settings.

It focuses on the real decisions and challenges that arise from first report through to case closure.


The aim of the course is to provide a clear, step-by-step framework for ASB case management, helping officers act confidently, fairly and in line with policy, legislation and recognised best practice.

Learning outcomes

By the end of this course, delegates will be able to:

  • Describe the current context of ASB and why effective responses are so important.
  • Apply core ASB case management principles, including policy, procedure and quality case recording.
  • Triage and assess new ASB reports, including risk and vulnerability, and identify the appropriate lead agency.
  • Plan and conduct proportionate investigations, including interviews and evidence gathering.
  • Create realistic action plans, manage expectations and complete victim risk assessments.
  • Decide on proportionate actions using the correct standard of proof, and monitor and close cases robustly.
